There really isn't any difference between "later" and "later on." They are fairly interchangeable, except in a few circumstances. Once circumstance is if you say "see you later" it means that you are saying goodbye. You don't usually say "see you later on." Here are some examples where "later" and "later on" are interchangeable. Ex: We plan to go to the store later. Ex: We plan to go to the store later on. Ex: Later on, I plan to see him. Ex: I plan to see him later.
