He uses "would be" in this sentence because he is expressing a conditional. He would be offended except he is not on the condition that Monica is really strong. Therefore instead of saying he is "not offended", he uses "would be". Ex: I would want some pasta but I just ate and I am already full. Ex: He would be a great fit for the soccer team but he is already signed up for football.
