"Deck" here means to decorate or adorn. "Deck the halls with boughs of holly" means to decorate halls with holly plants. Many native speakers do not use "deck" to mean decorating. We use "decorate" instead. However, some do say, "deck something out." This is slang for decorating something to make it look cool. For example, "I decked out my room." This means that I decorated my room.
