No these two do not have the exact same meaning. "Set sail" is a phrasal verb meaning to begin a journey on a boat or ship. "Cruise" as a verb means to either sail around with no destination or route in mind, simply for pleasure. It can also mean to travel (in any vehicle) at a moderate speed. Ex: I just want to cruise along the highway. Ex: I will set sail for Hawaii in the morning.
