"Lie down" is a metaphor for "give up" or to not try. She is criticizing the debate teacher; telling him that he doesn't fight, argue, or try to change the rules of the debate team. Instead he just follows the rules and doesn't argue with the school about who can be allowed in the debate team. Ex: Are you just going to lie down and take it? You should fight for what you want. Ex: She just decided to lie down and let them walk all over her. They used her for her money.
