"Proper" here is used to mean orthodox, conventional, accepted, or correct. When the speaker says "the proper British thing," he means that Tom Holland had a typical British schooling experience, as he went to a traditional all-boys school. In the UK, many all-boys and all-girls schools still exist. Ex: My grandmother is very traditional. She doesn't think it's proper for a couple to live together until they're married. Ex: My teacher is a very prim and proper lady. She is a stickler for rules.
