"Fine by me" or "okay/fine with me" is commonly used in conversation to indicate agreement with something. In this video, we can see that based on tone, Ross is not actually okay with the situation. Normally, however, "fine by me" is used to indicate acceptance or agreement. Ex: A: Do you want to meet at noon tomorrow? B: Fine by me! Ex: The terms of the contract are fine with me.
