Yes, there is a difference between these two verbs. To dress means to put on clothes. "Dress up" means to put on clothes that are more formal. To wear means that the clothes are already on the person and they plan to stay in those clothes for awhile. The construction of the sentence is really important when it comes to these two verbs. It determines which verb is used. In this video, the question that is being asked means "Why did you decide to put on those clothes?" In this video, if the character decided to use the word "wear" he would have said something like this: "Why are you guys wearing that?" Here are a couple of examples of these two verbs being used. Ex: I got dressed this morning. Ex: I am wearing a sweater because it is so cold outside.
