How come "investing" comes after "considering"? Is it okay to put two "-ing" in a row? and is it okay to say "to invest" instead of "investing"?

Yes, you can occasionally see two -ing verbs in a row. Ex: I am practicing swimming everyday. Ex: I'm considering exercising after work. In this case, "when you are considering to invest" sounds awkward, and "when you are considering investing" is more appropriate.
