"Quality time" refers to special time spent with family, friends, or other loved ones to build a closer, stronger bond. This time is meant to be completely dedicated to the person/people you are with. "Good time" is more of a qualitative statement about whether the time spent together is enjoyable or not, so it does not have the same meaning as "quality time." Ex: It is important for parents to spend quality time with their children. Ex: My family values spending quality time together.
