In this case, we can understand "relaxed" to mean that the atmosphere is already relaxed, whereas "relaxing" means the atmosphere helps or induces people to relax. Because in this example the action has not been done yet, "relaxing" is the best option. Ex. I find going to the spa very relaxing. Ex. I feel very relaxed after having gone to the spa.
