What does the word "territorial water" mean?
The opposite of "international waters," "territorial waters" (always referred to in the plural form) refers to any area of water that a state (government or country) has jurisdiction over. You can consider it to be part of the territory of a state. Ex: There are territorial waters that have been claimed by more than one state. Ex: A foreign company was caught fishing in Korean territorial waters, so they were charged for illegal activity.
