The word "circumstance" is usually plural, especially when describing a particular situation at a moment in time. Anytime "circumstance" goes along with the phrase "under the circumstances", it should be plural. Ex: Given the circumstances, she is deciding to quit her job. "Circumstance" is usually only singular when talking about a specific consequence or a situation that is definitely singular. Ex: Suing the company is appropriate in this circumstance.
