"Room temperature" is used to describe the range of indoor temperatures that people find most comfortable. (For example, when just wearing a normal layer of clothes). When referring to food or beverages, it means the food is at the temperature of the room and is thus neither warm nor cold. The speaker has used this expression to describe the temperature of water that has been sitting outside for several hours - it shouldn't be warm or cold at all. Ex: I only drink room temperature water. Cold water hurts my stomach. Ex: The next step is to mix room temperature butter into the batter.
