Native speaker’s answer

When we are asking a question about something, we often use the pattern "did I [question]?" Ex: Did I eat the last cookie? "Did I not" is the inverse form, and it actually functions the same way as "did I [question]?" - to ask a question. Ex: Did I not lock the door? (Did I lock the door?) Some people like to add emphasis and use both expressions together, to create "did I or did I not [question]?" This means the same as the above two expressions. The speaker has used this expression in this video as a rhetorical question. In her head, the answer is yes, so she has used this grammar pattern to draw emphasis to what she believes is her achievement (Talk like Duncan Bannatyne Day). Ex: Did I or did I not beat your ass in Mario Kart?
