"It" doesn't necessarily refer to anything specific. We can basically interpret the speaker as meaning that Statue of Liberty does not have the word "RSVP" on it. You will see the pattern "it does not/it doesn't/it does," but the "it" here doesn't really refer to anything. Ex: There is no ticket seller at the booth. But it does not mean that you can just enter for free. Ex: A: It's sunny out. B: It doesn't mean it won't rain later though.
