"In the summer" doesn't quite have the same connotation, as it can be referring to summer in general (which is not appropriate for this context, as the video is concerning summer of 2020), or to an event that occurs in the summer. Thus, "over the summer" is most appropriate for expressing this information. Ex: I will be working part-time over the summer. Ex: My school will be hosting a camp over the summer.
