student asking question

What does "what is it" mean here? It seems to be okay without using it.

Native speaker’s answer

Rebecca

"What is it" here is a filler phrase because the speaker is trying to remember what he wants to say. "What is it" here does not add any meaning to the sentence and is not necessary. "But apparently the parenting rules change if you go fishing" is correct.
