When should I say "welcome to ~" and when should I say just "welcome"?

You can say "welcome to" when you want to specify the place you are welcoming someone to. Usually this is done when specifying a place is important, for example if someone was giving a tour of a city they could say to guests on the tour, "Welcome to New York City". "Welcome" can be used when specifying the place is less important, for example, greeters at a store or restaurant might just say "welcome" when customers come in.
