Can I say replace "what" with "where" here? Would the meaning be changed?

Unfortunately, no. You cannot replace "what" with "where." This does change the meaning of the question. If you said "where" instead of "what," you are now asking the location of the place. "What" is asking about certain information that specifies something, such as what the place is called but does not specify location.
