"Mind of a true scholar" means to be extremely smart and capable of thinking in a complex manner, such as someone who has a high and prestigious academic degree. It's another way of expressing that you like the way someone thinks; that his or her idea is great and intelligent. Spider-Man, however, is sarcastically using this phrase, meaning that he is not impressed with the car thief's methods and doesn't think this man is a smart individual. Ex: She has the mind of a true scholar. Did you see her science fair experiment? Truly brilliant! Ex: Albert Einstein had the mind of a true scholar.
