"Given the circumstances" means considering everything. It is added to the sentence to say that an action or decision was necessary when it normally would not be. Hermione tells Harry that since Ron is in a relationship and she couldn't ask him to the Christmas party, she has had to ask someone else. Ex: Given the circumstances, I've had to apply to a different university. Ex: I have had to start work at a grocery store given the circumstances of my finances.
