Here the correct grammatical phrase would be either "I've been telling" or "I am telling". Here "I be telling" is technically not grammatically correct, however this is often the case with the dialect of English spoken in the south of the United States. Many people in this region and in other regions of the United States speak "vernacular English", and do not always speak in grammatically correct sentences.
