"Fill in" and "fill out" have similar meanings. "Fill out" means to complete a form, both online and on paper, that is asking for requested information such as name, address, income information, etc. "Fill in" means to write in missing information that is requested, such as an assignment, income information, address, name, etc. "Fill up" means to fill a container with a liquid until it is full. Ex: Could you fill up the car? Ex: I need you to fill out this tax form for your 2020 income. Ex: The assignment is asking you to fill in the blanks with the missing information.
