Can I say "One is most widely considered" instead of "One is widely considered best"?

Unfortunately, the intended meaning of the sentence gets lost. “Best” and “most” have different meanings, and the speaker has used “widely considered best” to indicate its good reputation. However, you can also include the word “most” in addition to an adjective, for emphasis (although it is a bit redudant). Ex: This restaurant is widely considered (to be) the best Italian restaurant in the city. = This restaurant is most widely considered (to be) the best Italian restaurant in the city.
