What does "shoots" mean? I don't think this is a verb however, does it refers to the "stem" of a plant?

The word "shoots" in this context is a noun and refers to a young branch or new growth of a plant that stems from the main trunk or stock of the plant. Bamboo grows in "shoots" as the younger branches grow and shoot out from the sides of the main stock of the plant.
