To "amp someone up" and "spread cheer" are a little bit different. To "amp someone up" means to get them excited about something by raising their energy level or getting them hyper. To "spread cheer" is a little more mellow and usually just refers to doing something to make people happy. Ex: The carolers sang songs to spread Christmas cheer. Ex: They are passing out candy to spread cheer.
