Why is "an" put before "almost perfect 99.1 %"? Is it necessary to put an article here?

When a numeral is used as a noun in a sentence, it is necessary to use an article in front of it. In this case, "99.1%" is used as a noun, and so an article is needed. Ex: I only got a 75% on the test. Ex: She has a 50% chance of surviving.
