There may be a couple of reasons why the reporter did not say "is." One such reason could be because it makes the report seem more "story-like" or "dramatic." News reporters are telling a story to their viewers and want to engage their audience. They do this by making these news reports sound more like a story being read instead of just telling their audience the facts of what happened. Taking out "is" somehow adds emphasis to this story. It's somewhat common of news reports to take out certain "helping verbs" in their speech.
