"Throw" is not wrong to use here. However, using "throw" to mean "give" or "assign", which is how it is used here, is considered rude. He uses "throw" to imply that the woman he is talking to is carelessly assigning people to work for him. Overall, I do not recommend using "throw" to mean "give" or "assign".
