"Dingle" is a slang term used to call someone dumb or stupid, usually said out of frustration. It is rude and not commonly used, so I do not recommend using it. Ex: My neighbor is such a dingle, he always plays his music too loud and won't turn it off when I tell him to.

It would, yes! They use "at" since they're talking about Andy's place as a general location. You could use "in" for countries, cities, inside a space, and vehicles.
