Yes, I think that "renovate" does sound more natural and would be more common to use in this context. However, "refresh" is acceptable to use as well, since it means to make something new or fresh again and that is what they did in this case by repainting the mural. There are lots of words that could be used here, but "renovate" probably would be one of the most common to use.
