"Turn out to be" is an informal expression that can be understood as "become (in the end)" or "end up." The speaker has used this expression to say that it is completely his wife's fault she didn't become an actress in the end. It is an important part of this sentence, so it cannot be omitted or the sentence would be incomplete. Ex: Her family didn't have many expectations for her, but she turned out to be very successful in the end. (Turned out = became) Ex: We though the store was open late. But it turned out to be closed. (Turned out = ended up)
