Unfortunately, you can only say "so damn" and not "damn so." In this context, "so/too damn" is an informal way of saying "very" (used as a point of emphasis), so the order of the words cannot be changed. Ex: The pizza's so damn small! How can this cost $20? Ex: It's too damn dark in this room. Is the light broken?
