"Still" is used as a conjunction here to show that even though they are at home, they are able to be outside. The conjunction "still" connects to different things to show that they occur at the same time or place, so here, it shows that they are able to both be outside and inside while staying at home. Ex: Working closer to home means that I can save on gas money while still being able to drive to work each morning.
