"A live one" usually refers to something (such as an animal) that is alive and was found by somebody. To answer your question, since this is a comedy, the writers may have chosen this phrase to bring more humor into the show and to possibly fit Phoebe's character. The writers may have just wanted to emphasize Phoebe and Rachel's desperation of finding the presents that Monica purchased for them. This is just speculation, but since it is a t.v. show, it may have just been an artistic choice of the writers.
