Good question! "Cheesy" in this case describes something that is low quality, or stupid. When referring to a movie, "cheesy" often means that the acting was bad or the plot of the movie was stupid. "Cheap" can also be used to describe something low quality, however it usually means that the actual price or value of something is low. "Cheesy" does not always mean that the price of something is low. So both of these words are pretty different from each other and you can't really use them to have the same meaning here.
