This sentence is in response to "my mother went crazy". You are correct that many things are omitted. The full sentence would be "is your mother went crazy or she always was crazy". However, since the subject is already know, her mother, and probably for dramatic effect they skipped the subject. They also skipped the topic, go crazy, since we know that's what they are talking about. You might hear this kind of omission in regular conversation, but it would probably not be that common and may be used for dramatic effect. Ex: A. I thought you would like it! B. Thought I would, or didn't care? Ex: A. Everyone says he cheated on his wife. B. Everyone, or just you?
