It is perfectly fine to remove "that's created" from this sentence, however, it does change the meaning slightly. Adding "that's created" informs the listener that Red Lobster (the restaurant) has intentionally caused a sense of urgency with all-you-can-eat shrimp. If you remove "that's created" then it no longer links Red Lobster to the urgency. The urgency to get all-you-can-eat shrimp seems to be caused by the consumers themselves. This can be quite common in English and even quite confusing for a nonnative English speaker. Even removing a short fragment of a sentence can change the meaning. The sentence may be grammatically correct and may sound natural to a native speaker, but it changes the context of the sentence.
