The phrase "a touch of(something)" is used to mean a small amount of something. In this case the chef is saying that a small amount of pepper is all that is necessary to add to this dish. It is perfectly acceptable to say the phrase "a touch of" without "add". Ex: Our furniture is guaranteed to add a touch of class to your bedroom. Ex: This needs a touch of more sugar, don't you think? Ex: All this room needs is a touch of paint. Ex: You have to treat rumours with a touch of doubt.
