Is it wrong if I say "to have a baby" instead? For me, "to have a baby" sounds more natural.

Both work here! You can substitute "to be having a baby" with "to have a baby." However, "to be having a baby" is the more natural expression as the speaker is referring to an action that is already in progress (adoption process). Ex: It's too cold to be swimming outside. (In progress) Ex: It's too cold to swim outside. (General)
