To "bite the bullet" means to force oneself to go through or do something that is unpleasant or painful. It is used to describe situations that are otherwise unavoidable. In this video, the speaker has used it to describe an unavoidable future situation in which the government will eventually have to raise taxes for the rich. Ex: I don't want to apologize to her but I suppose I'll have to bite the bullet and just do it. Ex: It's a tough situation, but I have to take responsibility and bite the bullet.
