Isn't the article necessary in front of the title of the "king" or the "president"?

An article is only require in front of the title when it is nameless. Here they refer to the president but name, "President Trump", therefore the use of an article would be gramatically incorrect. If they had simply said "President", then they would absolutely need to precede that with the article "the". Ex: I heard the King is stepping down from the throne. Ex: I heard King Luke is stepping down from the throne. Ex: President Fraser has made some confusing decisions. Ex: The President has made some confusing decisions.
