Yes, that's correct. When someone says that they're "all out" of something, it means that they've run out of it and no longer have any left (it is no longer in stock). Ex: Can you pick up some toilet paper? We're all out. Ex: Sorry Sir, we're all out of bread. You might be able to find some at another store.
