Does the word "statist" has the same meaning as the "conservative"? Are they always interchangeable?

No, I don't believe they are the same as a conservative. A "statist" is an individual who believes that power should lie with the state and not the individual. A "conservative" means to follow more traditional values without much involvement from the government. They want less power from the government, so these two are fairly opposite.
