You can use "it's a shame" when you pity a situation and wish it was different. "It's a shame" can also be used to show sadness or disappointment about something. Ex: It's a shame I failed another test. Ex: It's a shame I can't visit my parents this weekend. Ex: It's a shame more people don't care about this problem.
