"In all black" is not an really an expression, it simply means she is wearing only black. No other colours. It could be being used here to reflect that she is strong, there is a common idea that wearing all black reflects an emotion. For example people wear all black to funerals to show that they are mourning. However, the colour black is also seen as strong, which could be what she is trying to show here. Ex: Do we have to wear all black to the party? Ex: She's dressed in all black.
