It is fairly common to to use "is" after the word "and" in a context like in this sentence, however, it is technically not grammatically correct. It is also not as common to use "be" after "and". In the case of the video, the full end of the sentence here should actually be "and he is supposedly", but the subject "he" was dropped because it was already said earlier in the sentence. "Is" is often placed after "and" without a subject in spoken English when the subject was mentioned earlier in the sentence. Ex: I like the color. It's calming and is not too dark.
