When we are talking about the internet (websites), we use "on." "To" is more used in reference to physical places that exist in reality. Thus, "I went on Google" is the best way to describe the visiting of a website. Ex: I went on Facebook and tried looking for my old classmates. Ex: Go on Google and search for instructions to bake a cake. Ex: I went to the grocery store to buy cake ingredients.
