Yes. In this video, "issued" means to be supplied and distributed. You can use the word "issued" when you are discussing something being printed and handed out to others, such as a newspaper. Ex: The newspaper was issued out amongst the students. Ex: Please issue out the stamps. Ex: She had to issue out the flyers for the concert.
